Born in Baltimore, Maryland, October 20, 1941.  Attended Glen Burnie Senior High; University of Baltimore, A.A., 1996.  Married to Carol Ann Hudson; two sons.  Died February 13, 2014, in Glen Burnie, Maryland.

General Assembly:
House of Delegates, Legislative District 32 (D), Anne Arundel County, 1975-77.  Senate, Legislative District 32 (D), Anne Arundel County, 1977-79, 1983-94.  Member, Finance Committee; Special Joint Committee on Energy and Pricing; Special Joint Committee on Pensions; Joint Protocol Committee; Reapportionment & Redistricting Committee.  Chair, Executive Nominations Committee; Anne Arundel County Senate delegation, 1983-88.  Majority whip, 1990-92.

Private Career and Other Public Service:
President, H&M Wagner & Sons, Inc. (food and restaurant supplies).  President, Executive Caterers.  President and owner, Michael's Eighth Avenue banquet facility.  Justice of the Peace, Anne Arundel County, 1963-64.  Committing magistrate, Anne Arundel County, 1965-66.  Member, Regional Planning Council; State Advisory Council on Nutrition, Greenways Commission.  Voted Outstanding Young Man, 1975, Glen Burnie Jaycees.  Chair, YMCA-Partner with Youth, 1986-88.  Legislator of the Year, Anne Arundel County Psychological Association, 1987.  Man of the Year, Anne Arundel County Amateur Baseball Association, 1988.  Outstanding Public Official, Greater BWI Commuter Transportation Center Inc., 1990.  Founder and president, Anne Arundel County Sports Hall of Fame, 1991-; "Take Back Our Streets," 1992-.  Member, Maryland Tourism Development Board; BWI Airport Advisory Committee, 1993.  Chair, Task Force to Examine Liability Insurance on Rental Vehicles, 1996.  Board for the Injured Workers' Insurance Fund, 1999-2003.  Member, Masons; Elks; Moose; Linthicum-Ferndale Youth Athletic Association; Greater Ferndale Improvement Association; Ferndale-Linthicum Area Community Council (Organizer and Founder, 1975); Andover Sport Boosters; Glen Burnie Chamber of Commerce; Wagner Baseball, Inc.
