Born in Baltimore, November 7, 1945.  Attended Baltimore City College; Lincoln University, B.A., 1967; University of Maryland School of Law, J.D., 1970.

General Assembly:
Member of Senate (D), District 39, 1987-88.  Member, Judicial Proceedings Committee; Joint Committee on Investigation.

Private Career and Other Public Service:
Attorney.  Assistant State's Attorney for Baltimore City.  Member, Baltimore City Council, 1975-87 (vice-chair, Judiciary Committee, 1983-87).  Baltimore City Council Representative to City Planning Commission, 1983-87, and Mayor's Alcoholism Advisory Council, 1981-87.  Member, NAACP; Sharp Street United Methodist Church. Recipient, Freedom Foundation Award, 1962; National NAACP Achievement Award for Register to Vote Campaign, 1966; Kappa Alpha Psi Achievement Award, 1967; Omega Psi Phi Fraternity Lottie G. Wilson Memorial Award for exemplifying principles of scholarship and manhood.
