Born in Baltimore, Maryland, August 25, 1949. Attended University of Delaware, B.A. (American Studies), 1972; University of Baltimore School of Law, J.D., 1977. Bar Admissions: Court of Appeals of Maryland, 1978, U.S. District Court for the District of Maryland, 1978; U.S. Court of Appeals for the Fourth Circuit, 1987; U.S. Supreme Court, 1988.

Associate Judge, Baltimore City Circuit Court, 8th Judicial Circuit, October 3, 1997 to January 1, 2014. Retired January 1, 2014. Judge-in-Charge, Criminal Division, January 4, 2010 to January 2, 2012. Designated Judge for Advanced Science and Technology Adjudication Resource (ASTAR) Center Program, 2009. Member, Civil Law and Procedure Committee, 2003-06, and vice-chair, Judicial Ethics Committee, 2006-09, Maryland Judicial Conference.
