Born in Baltimore, Maryland, July 13, 1956.  Attended Parkville Senior High School; Randolph-Macon College, B.A., 1978; University of Baltimore School of Law, J.D., 1981.  Admitted to Maryland Bar, 1981; District of Columbia Bar, 1984; Fourth, D.C. and Federal Circuits, U.S. Court of Military Appeals, and U.S. Supreme Court, 1985.  Married; two children.

General Assembly:
House of Delegates, Harford County, 1997-99.  Member, Judiciary Committee, 1997-99; Criminal Justice Subcommittee.
