Born in Westminster, Maryland, October 16, 1947.  Attended St. John's High School, Westminster; University of Maryland College Park, B.A., magna cum laude, 1972; College of Notre Dame of Maryland, M.A., Management, 1994.  Married; two children.

General Assembly:
House of Delegates, Legislative District 5 (D), Carroll County, 1996-98.  Member, Appropriations Committee, 1996-98; Education and Economic Development Subcommittee; Oversight Committee on Pensions.

Private Career and Other Public Service:
College program administrator.  Executive secretary, Westminster Town Center Corporation, 1977-83.  National and state trainer, American Cancer Society, 1979-84.  Maryland State Chair for Daffodil Day, 1980, 1981. Chair, Auction for the Arts, Carroll County Arts Council, 1981, 1982.  Job development coordinator, Carroll County Employment and Training Program, 1983-85.  Assistant director, Department of Economic Development, Carroll County, 1985-86.  Coordinator of Programs for Business and Industry, 1986-94 and Director of Business and Industry Training, 1994-, Carroll Community College.  Member, Carroll County Democratic State Central Committee, 1986-90, 1991-94; chair, 1986-89.  Member, board of directors, Carroll County Chamber of Commerce, 1986-90.  Delegate to Democratic Party National Convention, 1988.  Vice-president, board of managers, Carroll County YMCA, 1989, 1990; chair, Government Relations Committee, 1990.  Member, Board of Education Task Force on School Improvement, Carroll County, 1990; Advisory Task Force on Governmental Administration, City of Westminster, 1990; board of directors, Union National Bank, 1995-.  Assistant secretary for Employment & Training, Maryland Department of Labor, Licensing, & Regulation.
