Born April 20, 1921, in South Creek, N.C. Son of Lottie and Charles Johnson Blount, Sr. Attended Frederick Douglass High School, Baltimore, Maryland; Morgan State College, B.A. (political science), 1950; The Johns Hopkins University, M.L.A., 1965; Georgetown University. Married. Died April 12, 2003, Baltimore, Maryland.
