Born in Philadelphia, Pennsylvania, September 10, 1951.  Attended public schools; University of Pittsburgh, B.S., political science, 1973; Howard University graduate school; Georgetown University School of Law, J.D., 1977; Howard University, graduate studies in public administration.  Married; one child.

General Assembly:
Member, House of Delegates, Legislative District 25 (D), Prince George's County, 1983-87.  Member, Ways and Means Committee.  Senate, Legislative District 25 (D), Prince George's County, 1987-93.  Deputy majority whip.  Member, Budget and Taxation Committee; Joint Budget and Audit Committee; Joint Committee on Federal Relations.  1st vice-chair, Maryland Legislative Black Caucus, 1988.

Private Career and Other Public Service:
