Biography:

Born in St. Mary's County, Maryland.  Son of Raphael and Mary W. Neale.  Catholic.  Some schooling.  Married Mary Joseph Smith, February 6, 1827, in St. Mary's County; two sons: Raphael T. and Stephen S. D.  Died, October 19, 1833, in St. Mary's County, Maryland.
 
Farmer. Member, St. Mary's County militia, 1794. Private, Captain Millard's Company, 12th Regiment of the Maryland Militia, War of 1812. Member, Maryland House of Delegates, St. Mary's County, 1798-1804, 1810-12, 1815-15. Maryland Senate elector, 1806. Judge, St. Mary's County Orphan's Court, 1802-05. Member, St. Mary's County Commission on the School Fund, 1816. District Attorney, 1st Judicial District, February 1818 - October 1818 (resigned). Member, U.S. House of Representatives, 1st Congressional District, 1819-25.
