Born in Annapolis, September 26, 1917, son of Judge Ridgely P. Melvin, Sr. who served on the Court of Appeals from 1942 to 1945. Attended Anne Arundel County public schools. Graduated from Episcopal High School, Alexandria, Virginia, 1936; Princeton University, A.B., 1940; University of Maryland School of Law, LL.B., 1947. Admitted to the Maryland Bar, 1947. Served in the U.S. Naval Reserve, 1940-45 (Lt. Commander). Member, American, Maryland, and Anne Arundel Bar Associations; American Judiciature Society; Rule Day Club. Member, Annapolis Yacht Club; Sailing Club of the Chesapake; South River Club; Rotary; B.P.O.; Elks; Saint Anne's Episcopal Church. Former counsel to the Annapolis Sewage Commission. Married to the former Mary McNeil, 1945. Children, Jane M. Amsbaugh, Elizabeth M. MacKenzie, and Mary Ann Slocumb. Died October 9, 1999 of heart failure at the age of 82 in his Annapolis home.
