Biography:
Born on January 8, 1928, in McDaniel, Talbot County, Maryland. Attended St. Michael's public schools; Baltimore City College; Towson State Teachers College, A.A., 1950; Washington College, A.B., 1952; University of Maryland, LL.B., 1956. Admitted tot he Maryland Bar, 1956. Married Jane Dotson Bradley, 1953; one child, John. Died in Easton, Maryland, on June 13, 1984.

General Assembly:
House of Delegates, Talbot County, 1959-1973 (Democrat). Chair, House Judiciary Committee, 1963-1968. Majority Leader, 1967-1968. Speaker of the House, 1969-1973. The House of Delegates office building in Annapolis was renamed the Lowe House Office Building in 1975.

Private Career and Other Public Service:
U.S. Marine Corps, 1945-1946. Judge, Court of Special Appeals, 1973-1984.

Town attorney, St. Michael's, Maryland. President, Talbot County Bar Association, 1971. General Counsel to Democratic Party, 1967-68. Named Talbot County Man of the Year, 1958. Named Conservationist of the Year by Izaak Walton League, 1971. Received Associated Builders and Contractors Legislator of the Year Award, 1971. Maryland Legislative Council, 1963-1973; Member, Commission to Revise the Annotated Code of Maryland (vice-president)
