Biography:

Born July 6, 1897, in Maryland.  Son of Thomas M. and Mary Julia (McGrath) Harrington.  Attended Loyola High School; Loyola College, 1921; Georgetown University; and the University of Maryland School of Law, 1924.  Married to Mary C. Carroll.  Died April 10, 1974, in Baltimore, Maryland.  Buried at New Cathedral Cemetery, Baltimore, Maryland.

Maryland House of Delegates, Baltimore City District 3, 1931-33. (D) Speaker of the House, 1931.

Lawyer. Assistant U.S. Attorney, 1934-44. Assistant Attorney General of Maryland, 1944-46. Chief Judge, Baltimore Municipal Court, 1961-66. Unsuccessful candidate for Attorney General of Maryland (1953) and Mayor of Baltimore (1955). Chairman. Democratic State Central Committee, c. 1953-59. Member, Federal, Maryland, and Baltimore City bar associations; St. Thomas More Society; Trial Table Law Club; Maryland Historical Society; English Speaking Union; Annapolis Yacht Club; Baltimore Country Club.
