After serving for two years as law clerk to Judge William P. Cole, Jr. and two years as Counsel to the University of Maryland, Judge Murphy joined the Office of the Attorney General of Maryland, where he served for 10 years as Special Assistant Attorney General, Assistant Attorney General and Deputy Attorney General. In 1966, he was appointed Attorney General of Maryland and, in 1967, he was appointed Chief Judge, Court of Special Appeals. In 1972, he was appointed Chief Judge of the Court of Appeals. He was Chairman of the Hall of Records Commission, 1972-96 and Chair of the Commission on Judicial Disabilities from 1971-72. Judge Murphy was elected president of the Conference of Chief Justices in 1986-87 and was Chair of the National Center for State Courts during that period. He is a past recipient of the National Center’s Distinguished Service Award (1988). Since 1987, he has been Chairman of the Commission on Trial Court Performance Standards organized under the aegis of the U.S. Department of Justice and the National Center for State Courts.
