Born: of age by 1782.
Native: at least second generation.
Resided: in Charles County; Annapolis, Anne Arundel County, 1818; Georgetown, D.C., 1819.
Died: prior to December 1821 in Georgetown, D.C. 

Family Background
Father: John Chapman (?-ca. 1801), of Charles County; extensive landowner. 
Mother: Catharine. 
Brother: Samuel.
Sisters: Barbara Anna; Sarah (?-1792).
Married: first, ca. 1782 Eleanor (?-1796), youngest daughter of Samuel Hanson (1716-1794). Her brothers were Thomas (1750-1810); Samuel (1752-1830). Her sisters were Chloe (ca. 1743-?), who married George Lee (ca. 1736-?); Mildred (ca. 1746-by 1796), who married William Baker (ca. 1749-1812); Sarah (ca. 1750-?); Nancy; Anne; and Elizabeth. 
Married: second, in 1799 Mary, daughter of John Davidson (?-1794), of Annapolis, a merchant. 

Children
At least eleven, including:
Son: John Henley (ca. 1801-1814). 
Daughter: Anne Hanson (?-1796).

Education: literate. 
Social Status and Activities: Esq., 1795; a member of the Society of Cincinnati, ca. 1782.

Legislative Service: House of Delegates, Charles County, 1787-1788, 1788, 1791-1792, 1792, 1796, 1797, 1798 (speaker), 1799 (speaker), 1800, 1801, 1802, 1803, 1804, 1805, 1806, 1808-1809, 1809, 1814 (speaker), 1815 (speaker). Other State Office: Executive Council, 1816-1817, 1818-1819.
Local Offices: justice, Charles County, commissioned 1789, 1791, and 1793; associate justice, First District, Charles County, appointed May 1792-resigned September 1792; Maryland Senate elector, Charles County, in office 1796, 1801, 1811. Military Service: ensign, Second Maryland Regiment, 1781; lieutenant, 1782; continued service in the Maryland Battalion until November 1783; major, by 1821. 

Wealth During Lifetime
Personal Property: 7 slaves, 1790; 16 slaves, 1798. 
Significant Changes in Land Between First Election and Death: received as a gift from father 558 acres in Charles County, 1793; inheritance from father, acreage unknown, ca. 1801; purchased and patented 706 acres in Charles County, 1807-1808.

Personal Property: Total Estate Value $12,125.70 (including 56 slaves); Final balance $9,436.61.
Land: at least 1,164 acres in Charles County, plus lots in Annapolis, and the right to four military lots (200 acres) in Allegany County (now Garrett County).
