Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed Senate Bill 1151.

This bill eliminates the prohibition against selling alcoholic beverages
to students at the Naval Academy, effective July 1, 1973.

House Bill 1250, which was enacted by the General Assembly and signed
by me on April 26, 1973, accomplishes the same purposes as Senate Bill 1151,
effective June 1, 1973.

Therefore, it is unnecessary for me to sign Senate Bill 1151.

Senate Bill No. 1151—By Senators Hall, Pascal and Lipin:

An Act to repeal and re-enact, with amendments, Section 121(b) of
Article 2B of the Annotated Code of Maryland (1968 Replacement Volume
and 1972 Supplement), title "Alcoholic Beverages," subtitle "Restrictions
Upon Licensees," to eliminate the prohibition against sale of alcoholic
beverages to midshipmen or students of the Naval Academy within the
City of Annapolis or its environs.

The President put the question: Shall the bill pass notwithstanding the
objections of the Executive?
