On page 3-21, in lines 28 and 29, delete "THE HARFORD COUNTY
METROPOLITAN COMMISSION" and insert in lieu thereof "HARFORD
COUNTY".

Amendment No. 3—

On page 3-22, in lines 2 and 3, lines 6 and 7, and lines 13 and 14, respec-
