Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed House Bill 1531.

This bill exempts the Elk River in Cecil County from the provisions
governing gill net fishing from Friday midnight until Sunday midnight.

The Department of Natural Resources has urged that I veto House Bill
1531 because its language inadvertently extends this exemption far beyond
the scope apparently intended by the bill's sponsors. For the reasons given
in the attached copy of the Department's letter, which is to be considered
a part of this message, I have decided to veto House Bill 1531.

House Bill No. 1531—By Delegates Startt, Mitchell and Mackie:

An Act to add new Section 273(c) to Article 66C of the Annotated
Code of Maryland (1970 Replacement Volume and 1972 Supplement),
title "Natural Resources," subtitle "Part 2. Tidal Waters," subheading
"In General," to follow immediately after Section 273(b) thereof, to permit
gill net fishing in the Elk River, in Cecil County, between any Friday at
12 o'clock midnight to the following Sunday at 12 o'clock midnight.

Shall the bill pass notwithstanding the objections of the Executive?
The Speaker announced the veto was sustained by roll call.
