Attorneys to seek judicial authority for appropriate law enforcement
officials to intercept wire or oral communications which may provide evi-
dence of certain crimes, to set forth the procedures to be followed for
obtaining authorization to lawfully intercept wire or oral communications,
to set forth the circumstances under which intercepted communications
can be disclosed or used, to require reports concerning intercepted wire
and oral communications and to provide for recovery of civil damages
for persons whose wire or oral communication has been unlawfully inter-
cepted, and to provide for the registration of certain devices by certain
persons.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed House Bill 1097.
This bill requires the County Commissioners of Garrett County to adver-
tise for bids prior to the purchase of certain road equipment. It also
amends various requirements relating to the purchase and sale of, and the
budget for, such equipment.
Since the adjournment of the General Assembly, I have been informed by
the sponsor of House Bill 1097 that this bill is in need of revision to
clarify and define standards and procedures relating to the process of com-
petitive bidding, the financial responsibility of bidders, and emergency
purchases. The sponsor has therefore requested that this bill be vetoed.
Consequently, I have decided to veto House Bill 1097 at the request of the
sponsor.
