MESSAGE FROM THE HOUSE OF DELEGATES

The Chief Clerk of the House of Delegates appeared and delivered the
following message.

HOUSE BILL NO. 15—By the Speaker (Administration) :

For the purpose of requiring the periodic disclosure of certain assets,
liabilities, income, gifts, and other interests by certain State officials and
certain candidates for State office, creating the Financial Disclosure Advi-
sory Board and providing for its composition, powers, and responsibilities,
providing for the enforcement of disclosure requirements, [[requesting]]
directing the Court of Appeals to require disclosure by judges of the State
courts [[authorizing]] directing the political subdivisions to enact public
financial disclosure requirements for certain officials, authorizing the Gov-
ernor to extend by Executive Order certain disclosure requirements
to certain appointed persons, and relating generally to public financial
disclosure.

Which was read the first time and referred to the Committee on Judicial
Proceedings.

RECESS

At 2:20 o'clock P.M. on motion of Senator Snyder the Senate took a
recess until 5:30 o'clock P.M.

AFTER RECESS

At 5:30 P.M. the Senate resumed its session.
Present at roll call the following Senators:

Senator Curran asked that the rules be suspended in order to report the
following bill and two-thirds of the Senators-elect, voting in the affirmative,
the rules were suspended by yeas and nays as follows:
