MARVIN MANDEL, Governor                                      79

made under the statute, this provision
affords little protection to the deputy
clerks.

In the event such a drastic reduction in
salary occurred, there might be good reason
to allow salaries to fall below the 1945
floor.

Subsection (b) of Art. 17, §24 providing
that the non-elected employees of the
clerk's office in Washington County are in
the State classified service is proposed
for repeal because the determination
required under the section has already been
made.

Subsection (c) is included to make clear
that employees of the clerk's office in
Washington County are classified employees,
and are paid as provided in the State Merit
System Law.
