only requires that a nonresident be a
landowner. The requirement that a
nonresident name the "county where he
desires to fish" is proposed for deletion
since it conflicts with the decision in
Bruce v. Director. (See revisor's note at
section 4—703, supra). Lastly, the
reference to section 234 (g) is proposed for
deletion and a specific reference to the
subject matter of that subsection has been
included.

Subsection (c) presently appears as Article
66C, section 302, as amended by Chapter 86,
Acts of 1972, of the Code. Subsection (d)
presently appears as Article 66C, section
299. In this subsection, the references to
sections 263, 298, and 302 are proposed for
deletion since the provisions of these
sections are included within this section.

Subsection (e) presently appears as Article
66C, section 263 (c) of the Code but has
been inserted here for organizational
purposes. The reference to present section
302 is proposed for deletion and a
reference to subsection (c) substituted in
its place.

Subsection (f) presently appears as the
first paragraph of Article 66C, section
301.

The only other changes made are in style.

4-705. EXPIRATION AND RENEWAL OF COMMERCIAL NET
FISHING LICENSE; MAILING LICENSE RENEWAL APPLICATIONS.

(A) EXPIRATION AND RENEWAL. - A COMMERCIAL NET
FISHING LICENSE ISSUED UNDER THIS SUBTITLE EXPIRES ON
DECEMBER 31 OF EACH YEAR. IT IS RENEWABLE ANNUALLY,
UNLESS REVOKED OR SUSPENDED FOR CAUSE. AN APPLICATION
FOR RENEWAL FOR THE ENSUING YEAR SHALL BE FILED BY
DECEMBER 1 OF THE PRECEDING YEAR. EXCEPT AS PROVIDED
IN SUBSECTION (B), IF A PERSON FAILS TO MAKE BONA FIDE
USE OF HIS LICENSE DURING ANY FOUR CONSECUTIVE YEARS,
THE LICENSE LAPSES AND MAY NOT BE RENEWED.

(E) EXCEPTIONS. - A LICENSE DOES NOT LAPSE IF
THE LICENSEE FAILS TO RENEW OR MAKE BONA FIDE USE OF
HIS LICENSE BECAUSE OF INDUCTION OR ENLISTMENT INTO
