486                                        LAWS OF MARYLAND                            [Ch. 4

TO THE ACQUISITION, OPERATION,, MAINTENANCE,
IMPROVEMENT, CONSTRUCTION OF WATER SUPPLY, LIQUID AND
SOLID WASTE PROJECT FACILITIES, AND THE PLACING OF
THESE PROJECT FACILITIES IN OPERATION BY THE SERVICE.
ANY OBLIGATION OR EXPENSE INCURRED BY THE SERVICE
PRIOR TO THE ISSUANCE OF BONDS UNDER THE PROVISIONS OF
THIS TITLE FOR ENGINEERING STUDIES, ESTIMATES OF COSTS
AND REVENUES, AND FOR OTHER TECHNICAL OR PROFESSIONAL
SERVICES WHICH MAY BE UTILIZED IN THE ACQUISITION,
IMPROVEMENT, OR CONSTRUCTION OF THE FACILITIES, MAY BE
REGARDED AS A PART OF THE COSTS OF THE FACILITIES.

REVISOR'S NOTE: This subsection is new language
derived from Article 33B, section 3(k) of
the Code, as amended by Chapter 523, Acts
of 1972.

(C)       COUNTY.—THE WORD "COUNTY" INCLUDES
BALTIMORE CITY UNLESS [[THIS CONSTRUCTION IS
UNREASONABLE.]] OTHERWISE INDICATED.

REVISOR'S NOTE: The definition of this subsection
has been added because a similar definition
in Article 1, section 14 is frequently
overlooked. The language is redrafted for
purposes of clarity in order to avoid any
confusion.

(D)   DIRECTOR.—"DIRECTOR" MEANS DIRECTOR OF THE
ENVIRONMENTAL SERVICE.

REVISOR'S NOTE: This subsection is new language
derived from Article 33B, section 3 (i) of
the Code.

(E)     FACILITY "FACILITY" MEANS A PHYSICAL

STRUCTURE OR APPURTENANCE BUILT, CONSTRUCTED,
INSTALLED, OR ESTABLISHED TO PERFORM A FUNCTION OR
SERVICE IN CONNECTION WITH A WATER SUPPLY, WASTEWATER
PURIFICATION OR SOLID WASTE DISPOSAL PROJECT WHETHER
PUBLICLY OR PRIVATELY OWNED AND WHETHER EXISTING OR
PROPOSED.

REVISOR'S NOTE: This subsection was added to
Article 33B, section 3 as new subsection
(m) by Chapter 522, Acts of 1972.

The only other changes made are in style.

(F)    LIQUID WASTE.—"LIQUID WASTE" MEANS ANT
WATER-CARRIED WASTES OR WASTES WHICH ARE LIQUID IN
