created by Article 66C, section 110H of
the Code, every statutory unit is
enumerated here to provide a comprehensive
statutory table.
The words "department and agency" in the
first sentence of the present law are
omitted because no such description now
applies to any unit of the Department of
Natural Resources which is the only
department. For an explanation of the use
of the term "unit" see the revisor's note
to section 1—101(d). The reference in the
present law which includes the other
agencies, boards, units, within the
department is omitted as unnecessary. When
additional or substitute units within the
department are created by law, this statute
shall be appropriately amended.
In subsection (c) new language is added to
indicate to the Code user that other
provisions of this Article may provide for
the organization of an advisory board. At
this time, only the Advisory Committee on
Archeology is subject to provisions not set
forth here. See section 2-304.
1-103. PLANS, PROPOSALS, AND PROJECTS, BUDGETS;
APPOINTMENT AND REMOVAL OF PERSONNEL.
(A) SECRETARY'S RESPONSIBILITY OVER PLANS,
PROPOSALS, AND PROJECTS.-- THE SECRETARY IS
RESPONSIBLE FOR THE COORDINATION AND DIRECTION OF
COMPREHENSIVE PLANNING IN THE AREA OF NATURAL
RESOURCES. IN ADDITION, HE SHALL BE APPRISED IN FULL
OF PLANS, PROPOSALS, PROJECTS, AND PROGRAMS OF THE
UNITS WITHIN THE DEPARTMENT, AND MAY APPROVE,
DISAPPROVE, OR MODIFY ANY PLAN, PROPOSAL, PROJECT, OR
PROGRAM, IF THAT ACTION APPROVING, DISAPPROVING, OR
MODIFYING PLANS, PROPOSALS, PROJECTS, OR PROGRAMS IS
NOT INCONSISTENT WITH LAM.
REVISOR'S NOTE: This subsection is new language
derived from Article 41, section 234(a) of
the Code.
(B) RESPONSIBILITY FOR BUDGETS.—THE SECRETARY
IS RESPONSIBLE FOR THE BUDGET OF HIS OFFICE AND FOR
THE BUDGETS OF THE UNITS WITHIN THE DEPARTMENT.
