SECTION 21. AND BE IT FURTHER ENACTED, That:
(a) This Act is hereby declared to be an
emergency measure and necessary for the immediate
preservation of the public health and safety and
having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall
take effect on January 1, 1974, except as otherwise
provided in this section.
(b) Any proceeding commenced under the Uniform
Absence As Evidence of Death and Absentee's Property
Act (Art. 16, §§ 200-212, Annotated Code of Maryland)
prior to January 1, 1974 and not finally terminated by
that date shall be governed by Art. 16, §§ 200-212,
Annotated Code of Maryland, as though the same had not
been repealed, and not by Subtitle 1, Title 3 of the
Courts and Judicial Proceedings Article.
(c) Section 5-201 of the Courts and Judicial
Proceedings Article does not apply to a cause of
action, which accrued prior to January 1, 1974. With
respect to any such cause of action, the pertinent
provision of Art. 57, Annotated Code of Maryland, and
particularly §2 of Art. 57, shall apply as though the
same had not been repealed.
(d) The addition of a third judge to the Circuit
Court for Harford County, provided by §1-503 (a) (12) of
the Courts and Judicial Proceedings Article, does not
become effective until July 1, 1974.
(e) Pursuant to Art. III, §35 of the Constitution
an increase in a sheriff's salary provided in §2—309
of the Courts and Judicial Proceedings Article does
not become effective until the beginning of the term
of the sheriff who takes office following the
[[general election of 1974, if the increase was
authorized at any session of the General Assembly
following the general election of 1970.]] TERMINATION
OF THE TERM OF OFFICE OF THE SHERIFF WHO WAS IN OFFICE
WHEN THE INCREASE WAS__AUTHORIZED BY THE GENERAL
ASSEMBLY. In the case of such a salary increase, the
sheriff's present salary remains in effect until the
date indicated in this section.
(f) Pursuant to Art. III, §35 of the
Constitution, the increased salary ranges provided by
§2—504 (a) of the Courts and Judicial Proceedings
Article with respect to certain clerks of court do not
