specified, to or upon the order of the person or
persons entitled to receive the same.
SECTION 3. AND BE IT FURTHER ENACTED, That this
Act is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety, and having been passed by a yea and
nay vote, supported by three—fifths of all the members
elected to each of the two Houses of the General
Assembly of Maryland, the same shall take effect from
the date of its passage.

(Senate Bill 1)
AN ACT to add a new Article to the Annotated Code of
Maryland, to be designated and known as the
"Courts and Judicial Proceedings Article", to
revise, restate, and recodify the laws of this
State pertaining to courts and proceedings
therein, including laws pertaining to the
organization, structure, and authority of the
courts, the number, compensation, authority and
duties of judges, court officers, and other court
personnel, the jurisdiction of courts of general
jurisdiction and special causes of actions
therein; the jurisdiction and authority of the
District Court; limitations of actions and
prohibited actions; venue, personal jurisdiction
and practice and procedure; court costs and
fees; juries; witnesses; evidence; judgments
and enforcement of judgments; appeals; and
court supporting agencies; to provide for the
enforcement of those laws and penalties for
certain violations; to reallocate certain
present portions of the Code to other portions
thereof; to repeal Art. 1, "Rules of
Interpretation", §19; Art. 5, "Appeals", §§ 1-5A
inclusive, 5C—12 inclusive, 12B—19 inclusive,
20A-21A inclusive, 23-27 inclusive, 29—30
inclusive, 39, and 42—43 inclusive; Art. 7,
"Arbitration and Award", all sections; Art. 9,
"Attachments", §§ 1-2 inclusive, 13, 17, 33, 36,
