SEC. 6-102. ADMINISTRATION.

THE STATE CHEMIST SHALL ADMINISTER THE PROVISIONS
OF THIS SUBTITLE SUBJECT TO THE SUPERVISION OF THE

SECRETARY.

REVISOR'S NOTE: This section is new language
derived from Art. 48, §117 of the Code which
is proposed for deletion infra. All other
present references to the State Chemist in
this subtitle are proposed for deletion to
reflect the department reorganization which
includes the State Chemist as a unit of the
department. This section is retained to
clearly indicate to the Code user that the
State Chemist has the authority to administer
this subtitle. However, language is added to
reflect the fact that the Secretary has
ultimate responsibility for administering
this Article; See Art. 41, §430.

SEC. 6-103. FUND FOR PAYMENT OF ADMINISTRATION
EXPENSES.

REGISTRATION FEES CONSTITUTE A FOND TO DEFRAY
PARTIALLY THE COST OF INSPECTION, SAMPLING, ANALYSIS,
AND OTHER EXPENSES NECESSARY FOR ADMINISTERING THIS
SUBTITLE. ANY UNEXPENDED FUNDS SHALL REVERT TO THE

GENERAL FUNDS OF THE STATE AT THE END OF THE FISCAL

YEAR.

SEC. 6-104. RULES AND REGULATIONS.

THE SECRETARY MAY ADOPT REASONABLE RULES AND
REGULATIONS NECESSARY TO SECURE THE EFFICIENT
ADMINISTRATION OF THIS SUBTITLE. NO RULE OR
REGULATION MAY BE ADOPTED, AMENDED, OR REPEALED UNLESS
