REVISOR'S NOTE: This general repealer of inconsistent
laws is modeled on Section 9, Ch. 3, Acts of
1969. No severability clause is inserted because
of the enactment of Ch. 241, Acts of 1973.

SECTION 12. AND BE IT FURTHER ENACTED, That this
Act is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and
nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General
Assembly, the same shall take effect on January 1,
1974.

(Senate Bill 10)
AN ACT concerning

Governor—Executive and Administrative
Departments

FOR the purpose of prohibiting the adoption or
amendment of rules and administrative actions
which increase the expenditures of an agency
beyond budgetary allowance, without the approval
of the General Assembly or its presiding officers
under certain circumstances, with an exception,
and to make this prohibition applicable to all
agencies.

BY repealing and re-enacting, with amendments,

Article 41 - Governor—Executive and Administrative

Departments
Section 245 .
