INVALID, THE CONSTITUTIONALITY OF THE REMAINDER OF
SUCH COMPACT OR SUCH AGREEMENT AND THE APPLICABILITY
THEREOF TO ANY OTHER SIGNATORY PARTY, AGENCY, PERSON,
OR CIRCUMSTANCE SHALL NOT BE AFFECTED THEREBY. IT IS
THE LEGISLATIVE INTENT THAT THE PROVISIONS OF SUCH
COMPACT BE REASONABLY AND LIBERALLY CONSTRUED.

15.22. EFFECTIVE DATE; EXECUTION. —THIS
COMPACT SHALL BECOME BINDING AND EFFECTIVE THIRTY DAYS
AFTER THE ENACTMENT OF CONCURRING LEGISLATION BY THE
FEDERAL GOVERNMENT, THE STATES OF MARYLAND AND NEW
YORK, AND THE COMMONWEALTH OF PENNSYLVANIA. THE
COMPACT SHALL BE SIGNED AND SEALED IN FIVE IDENTICAL
ORIGINAL COPIES BY THE RESPECTIVE CHIEF EXECUTIVES OF
THE SIGNATORY PARTIES. ONE SUCH COPY SHALL BE FILED
WITH THE SECRETARY OF STATE OF EACH OF THE SIGNATORY
PARTIES OR IN ACCORDANCE WITH THE LAWS OF THE STATE IN
WHICH THE FILING IS MADE, AND ONE COPY SHALL BE FILED
AND RETAINED IN THE ARCHIVES OF THE COMMISSION UPON
ITS ORGANIZATION.

REVISOR'S NOTE: This compact presently appears as
Article 96A, Sections 59 through 74,
inclusive, of the Code. In section
15.15(c) a typographical error is
corrected. This error is only in the Code
and not in the Session Laws, Chapter 391,
Acts of 1967, and, therefore, the substance
of the interstate compact is not affected.

SUBTITLE 4. SCENIC RIVERS REVIEW BOARD AND RELATED
PROGRAM.

8-401. DECLARATION OF POLICY.

MANY OF THE RIVERS OF MARYLAND OR PORTIONS OF
THEM AND RELATED ADJACENT LAND AREAS POSSESS
OUTSTANDING SCENIC, FISH, WILDLIFE, AND OTHER
RECREATION VALUES OF PRESENT AND POTENTIAL BENEFIT TO
THE CITIZENS OF THE STATE. THE POLICY OF THE STATE IS
TO PROTECT THE WATER QUALITY OF THESE RIVERS AND
FULFILL VITAL CONSERVATION PURPOSES BY WISE USE OF
RESOURCES WITHIN THIS SCENIC RIVER SYSTEM.
DEVELOPMENT OF A SCENIC RIVERS SYSTEM IS ESSENTIAL TO
FULFILL THESE PURPOSES.

Article 66C, section 759 of the Code. The
only changes made are in style.
