Licensing of Dealers, Wreckers, Scrap Processors, Vehicle Salesmen," subheading
"Part III. Vehicle Salesmen, Manufacturers, Distributors and Factory Branches,"
be and it is hereby repealed and re-enacted, with amendments, to read as follows:

5-303.

(b) [For the protection of the people of this State the Department may refuse to
grant any person who has been convicted of a crime of moral turpitude a license as
a salesman hereunder, and the license of any person licensed as a salesman
hereunder shall be revoked upon his conviction of such a crime.]

FOR THE PROTECTION OF THE PEOPLE OF THIS STATE, THE
ADMINISTRATION MAY REFUSE TO GRANT ANY PERSON A
LICENSE AS A SALESMAN HEREUNDER OR MAY SUSPEND,
REVOKE, OR REFUSE TO CONTINUE THE LICENSE OF ANY PERSON
LICENSED AS A SALESMAN HEREUNDER, IF THE ADMINISTRATION
FINDS THAT:

1.        THE PERSON [[IS UNTRUSTWORTHY, [[LACKS
COMPETENCE,]] OR]] HAS BEEN CONVICTED BY FINAL JUDGMENT
IN ANY STATE OR FEDERAL COURT OF A CRIME OF MORAL
TURPITUDE; OR

2.  THE VEHICLE SALES TRANSACTIONS OF THE PERSON HAVE
BEEN MARKED BY A PRACTICE OF FAILURE TO PERFORM
CONTRACTS, OR BY FRAUD OR BAD FAITH.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 423
(Senate Bill 652)

AN ACT to repeal and re-enact, with amendments, Section 11-806(a) of Article 66
1/2 of the Annotated Code of Maryland (1970 Replacement Volume), title
"Vehicle Laws," subtitle "Subtitle 11. Rules of the Road," subheading "Part
VIII. Speed Restrictions," to provide a maximum speed limit for certain motor
vehicles towing another vehicle and to authorize the Motor Vehicle
Administrator by regulation to promulgate and enforce standards relating to the
towing of motor vehicles.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 11-806(a) of Article 66 1/2 of the Annotated Code of
Maryland (1970 Replacement Volume), title "Vehicle Laws." subtitle "Subtitle 11.
Rules of the Road," subheading "Part VIII. Speed Restrictions," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

11-806.

(a) No person shall drive a MOTOR vehicle which is towing [a house trailer]
ANOTHER VEHICLE at a speed greater than a maximum of [45] 55 miles per
hour, BUT THIS SUBSECTION DOES NOT APPLY TO TRUCK
TRACTOR-TRAILER COMBINATIONS AND SEMITRAILER
