(c) Provided, however, that for the basis of minimum payment to teachers land
of calculation of payments to the board of education of any county or the mayor
and city council of the City of Baltimore] for every teacher holding a substitute
certificate the salary shall be $3,800. [And provided further that for the basis of
calculation of payments to the boards of education of any county or the mayor and
city council of the City of Baltimore subsections (d), (e), (f), (g), and (i) of this
section shall be applied. ]

(c) The amount requested in the annual budget of the county board of education
and the Board of School Commissioners of Baltimore City for current expenses for
the succeeding school year and to be raised by revenue from local sources shall not
be less than the minimum amount required to be levied in [§ 128(b)(4)] § 128A of
this article [to support the foundation program of education]. Provided, that the
board of county commissioners or county council may provide funds in excess of
the amount required [for the foundation program] BY § 128A in order to support
improved and additional programs. In the event that such board of county
commissioners or county council shall fail to approve the amount requested in the
budget in excess of the amount [for the foundation program] REQUIRED BY
§128A, they shall indicate in writing, within fifteen (15) days after the adoption of
the budget what major categories of the annual budget have been reduced and the
reason for such reduction.

(g) With respect to Baltimore City: (1) The amount requested in -the annual
budget of the Board of School Commissioners of Baltimore City for current
expenses for the succeeding school year and to be raised by revenue from local
sources shall not be less than the minimum amount required to be levied in
[§128(b)(4)l§ 128A of this article [to support the foundation program of
education]. Provided, that the mayor and city council of Baltimore City may
provide funds in excess of the amount required [for the foundation program] BY
§128A in order to support improved and additional programs. (2) A copy of the
budget as approved by the mayor and city council of Baltimore City shall be
submitted to the State Superintendent of Schools within thirty days after such
approval. (3) The mayor and city council of Baltimore City are hereby authorized,
empowered, directed and required to levy and collect such tax upon the assessable
property of the city, which together with other local revenue available, including
income tax revenues and local monies and together with estimated reserves and
funds from all sources, will produce the amounts necessary to meet the
appropriations made in the approved annual budget of the Board of School
Commissioners.

(b) The Comptroller shall charge against and pay as hereinbefore or hereinafter
provided from the General State School Fund, the annual appropriation made by
the General Assembly for the support of the State Department of Education,
including the expenses of the State Board of Education, and the support and
expenses of the office of the State Superintendent of Schools; the annual
appropriation for the Maryland Teachers' Retirement System; the annual
appropriation for the education of handicapped children; the annual appropriation
for subsidized and/or free feeding programs; the annual appropriation for
administration and supervision of vocational education in public high and
vocational schools, for physical education and recreation, for medical examination
of school bus drivers, for case and guidance service for handicapped individuals
needing vocational rehabilitation, for equivalence examinations, for public libraries,
and for adult education; the annual appropriation for the State share of BASIC
current expenses land annual current expense incentive aid] as provided in [§§128
