804                                        LAWS OF MARYLAND                                Ch. 360

(5)   Amount of State Share. The State share of current expenses shall be the
difference between the local share calculated in (4) and the adjusted expenditure for
current expenses as calculated in (1), (2), and (3), all these references being to
paragraphs in this subsection.

(5-1) Same — Densely Populated Subdivisions. For any county or Baltimore
City with a population density exceeding 8,000 per square mile, as determined by
the State Department of Health, an amount equivalent to $50.00 per pupil enrolled
on September 30 of the school year for which the calculation is made shall be
added to the State share of current expenses as defined in paragraph (5) of this
subsection; such amount shall be used to provide compensatory programs for
students with special educational needs resulting from educationally or
economically disadvantaged environments. The Superintendent of Schools for any
county or the Superintendent [of] of Public Instruction of Baltimore City
qualifying for the additional amount provided herein shall submit plans to the
State Superintendent of Schools for his approval outlining the uses to which such
funds are to be put.

(5-2) Same -- Amounts Additional to State's Share as Determined Under
Paragraphs (5), (5-1) and (6). The following amounts shall be added to the State's
share of current expenses as determined either under paragraphs (5) and (5-1) or
(6) of this subsection.

(i) The adjusted assessed valuation of real property and the net taxable income
for each of the several counties and Baltimore City shall be divided by the number
of pupils enrolled in each county or Baltimore City, as these terms are defined in
subsection (a) of this section. The resulting quotient for each county or Baltimore
City then shall be divided into the quotient which results from the division of the
total of all pupils enrolled in the State into the total of all of the adjusted assessed
valuation of real property and the net taxable income of all of the counties and
Baltimore City. The result for each county or Baltimore City rounded to the third
decimal place shall be multiplied by the sum of $22, and this product expressed in
dollars and cents shall be multiplied by the number of pupils enrolled in each
county and in Baltimore City. The resulting sum shall be paid by the State to each
county or Baltimore City as an additional amount as provided in this paragraph.

(ii) The sum of $50.00 shall be multiplied by the increase in enrollment above
September 30 of the preceding year. The resulting sum shall be paid by the State
to each county or Baltimore City as an additional amount as provided in this
paragraph.

(6)   Same—Another Calculation. For each county and Baltimore City the
following calculation shall be made: [$128] $124 shall be multiplied by the number
of pupils enrolled on September 30 of the school year for which the calculation is
made, to which shall be added the adjustment for increased enrollment as
calculated in paragraph (2) of this subsection and from which shall be subtracted
the product of $6,645 multiplied by one staff member for each 1,000 of the first
5,000 pupils or major portion thereof. To this figure shall be added or subtracted
the adjustment for minimum salaries and staffing level as calculated in paragraph
(3) of this subsection. In the event that the amount arrived at by this calculation
exceeds the amount of the State's share calculated in paragraph (5) of this
subsection, to such county or Baltimore City, the State shall pay the larger
amount. The amounts of State aid provided under this section shall be in addition
to any amounts provided for elsewhere in this article.
