AN ACT to add a new Chapter 8A, title "Drug Abuse
Control Act" to the Montgomery County Code 1965,
to follow immediately after Chapter 8, to state
legislative findings of the misuse of drugs
within the County; to define certain terms
including "drug abuse", "drug-related program",
and "drug—related facilities"; to create a
Commission on Drug Abuse to advise the County
Government; providing for the membership of such
Commission, the selection of a Chairman and
Vice-chairman, meetings and reports; to establish
the duties of said Commission; to create the
Office of Drug Control as principal office of the
County Government under a Director and to define
its responsibilities; to provide that the
Director will serve as Executive Secretary of the
Commission; to encourage the creation of a
community, non-profit corporation to assist in
the control of drug misuse; to provide for the
licensing of persons conducting a "drug—related
program" and for the licensing of "drug—related
facilities", and establishing procedures and
standards for such licensing, and for the denial,
suspension, or revocation of such licenses, and
penalties for violation.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL
FOR MONTGOMERY COUNTY, MARYLAND, That new Chapter 8A,
title "Drug Abuse Control Act" is hereby added to the
Montgomery County Code 1965, as amended, to follow
immediately after Chapter 8, and to read as follows:

THE COUNTY COUNCIL FINDS AND DETERMINES FROM ITS
OWN INVESTIGATION, REPORTS, HEARINGS, FROM COMMUNITY
GROUPS, FROM REPORTS OF POLICE, AND FROM THE REPORT OF
THE ADVISORY JOINT COMMITTEE ON DRUG ABUSE APPOINTED
