AN ACT to add new Sections [[3.700 through 3.710]]
12.700 THROUGH 12.709, inclusive, of title [[3]]
12 of the Howard County Code Title
[["Buildings"]] "HEALTH AND SOCIAL SERVICES" to
follow immediately after Section [[3.616]] 12.607
thereof and to be under the new subtitle 7 "Rat
Control" setting out policy and establishing a
rat control commission; defining certain terms;
providing for rat-proofing of food businesses;
authorizing the [[Director of Public Works]]
COUNTY HEALTH OFFICER to require food businesses
be rat—proofed and empowering him to establish
rules and regulations; providing a penalty, and
inspection; and further providing for complaints
and giving supplementary power to the Health
Department and generally relating thereto.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL
OF HOWARD COUNTY, MARYLAND, that new Sections [[3.700
through 3.710,]] 12.700 THROUGH 12.709 INCLUSIVE, OF
TITLE [[3]] 12 be and are hereby added to the Howard
County Code, Title [["Buildings"]] "HEALTH AND SOCIAL
SERVICES," to follow immediately after Section
[[3.616]] 12.607 thereof, to be under the new subtitle
7 "Rat Control," and to read as follows:
RAT CONTROL
[[3]] 12.700 POLICY AND PURPOSE
IT IS POLICY AND PURPOSE OF THIS SUBTITLE TO
REGULATE AND CONTROL THOSE CONDITIONS WHICH WOULD TEND
TO CREATE RAT INFESTATIONS AND RAT HARBORAGE IN
BUSINESS STRUCTURES OF WHICH THE PRINCIPLE PURPOSE IS
THE SALE OR STORAGE OF FOOD FOR HUMAN CONSUMPTION AND
TO PROMOTE THE GENERAL SAFETY, HEALTH AND WELFARE OF
THE CITIZENS OF HOWARD COUNTY.
[[3]] 12.701 RAT CONTROL COMMISSION
(A) THE COUNTY EXECUTIVE MAY ESTABLISH A RAT
CONTROL COMMISSION TO SERVE WITHOUT COMPENSATION
