(c) Unless his office shall have been
abolished pursuant to this subtitle, each Judge
of the Court shall continue to hold office after
the expiration of his term until a successor
shall qualify.
(d) Upon the creation of any additional
office of the Court by increase in the number of
Judges pursuant to this subtitle, the Governor
shall appoint a qualified person from a list of
not more than three (3) persons nominated by the
committee provided for in Section 7.102 herein,
for a term as the law creating such office shall
provide.
(e) Whenever a vacancy shall occur on the
Court from any cause, the Governor shall appoint
a qualified person, from a list of not more than
three (3) persons nominated by the Committee
provided for in Section 7.102 herein, who shall
hold office as Judge for the balance of the
unexpired term to which he has been appointed and
until his successor shall have been selected and
qualified.
(f) As used in this section, the term
"Congressional election" shall mean any of the
biennial elections at which members of the House
of Representatives are regularly chosen.
Sec. 7.104 - Chief Judge.
The two Judges of said Court shall select
one of the Judges of said Court as Chief Judge
and Administrative Officer who shall receive such
annual salary as may be established by the County
Council from time to time.
Sec. 7.105 - Sit at Ellicott City.
Judges of the Court shall both sit at
Ellicott City.
Sec. 7.106 — Authority; Civil and Criminal.
The Judges of the People's Court of Howard
County shall have all the authority, power, civil
and criminal jurisdiction in the whole of said
county, heretofore vested in the justices of the
peace designated as trial magistrates and other
