Section 17— 607. Wastewater use charge.

(a)   There is hereby established a wastewater use
charge which shall be [eighty] ONE HUNDRED
[[twenty-five]] per centum [[(125%)]] (100%) of the
charge for water delivered as provided in Section
17-602.

(b)   In those cases where there is no metered
water delivered to a premises with wastewater service,
the Director of Public Works shall establish the rate
of wastewater use charge which shall be [eighty] ONE
HUNDRED [[twenty-five]] per centum [[(125%)]] (100%)
of the average charge for metered water delivered of
like properties in the area.

Section 17-608. Special water and wastewater benefit
charge — Established; method of computation.

(b) Special benefit charges [for water and
special benefit charges for wastewater] are hereby
defined as annual charges to be imposed and levied on
properties which are or can be connected to the water
distribution system or the wastewater collection
system of the county at rates calculated in accordance
with THE PROVISIONS OF Section [17-612] 17-610 OF THIS
SUBTITLE to produce all or a part of the revenues
necessary to enable the county [primarily to construct
such distribution and, if necessary, collection
systems and to maintain and operate the same] TO MEET
THE DEBT SERVICE PAYMENTS ANTICIPATED IN THE CURRENT
EXPENSE BUDGET. For the purpose of determining the
special benefits accruing to each parcel of property
which is or can be connected to either or both of such
systems, the Director of Public Works shall establish,
at the times and in the manner hereinafter prescribed,
the number of feet of the boundary of each such parcel
to be assessed, and the annual special benefit charge
or charges for such parcel shall thereafter be
determined by multiplying such number of feet by the
applicable rate or rates.

SECTION 4. AND BE IT FURTHER ENACTED, That
Sections 17-606A and 17-613.1 of said Code, Title and
Subtitle, be and they are hereby repealed.
