b.  Existing and current town policy regarding assessments for water and sewer and
other town services will apply to the area in the same manner as it applies to all
other areas of the town.

c.  That upon the effective date of annexation, no town taxes will be levied and no
town services (except water and sewer) will be provided until July 1, 1972; that
on and after July 1, 1972 full town services will be available and all property in
said area will be subject to taxation by the town of Snow Hill, in the full rate
for taxes and services as may be levied by the town from time to time.

d. The target date of annexation is February 18, 1972.

thence running North sixty degrees (60° West nineteen hundred ninety-seven feet
(1997') to the middle of the East wall of the concrete culvert across the state
highway leading from Snow Hill to Pocomoke City, designated as U.S. Highway
113; thence across said highway North eighty-seven degrees (87° fifteen minutes
(15') West forty-one and three tenths feet (41.3') to Snow Hill Bench Mark No. 5
and the easterly side of the run of a branch or ditch; thence by and with the
easterly side of said branch or ditch NOW COVERED AND SUPPLANTED BY
A CONCRETE STORM DRAIN PIPE TO INTERSECT THE WESTERLY
SIDE OF SAID MARYLAND STATE HIGHWAY DESIGNATED AS U.S.
NO. 113 AND AS DELINEATED ON MARYLAND STATE ROADS
COMMISSION RIGHT OF WAY PLAT NO. 6690 RECORDED AMONG
THE LAND RECORDS OF WORCESTER COUNTY, MARYLAND, IN

WHICH SAID POINT OF INTERSECTION IS FURTHER DESIGNATED
BY THE CAPITAL LETTER B IN A CIRCLE AS LAID DOWN ON THE
"PLAN OF AREA TO BE ANNEXED TO THE CORPORATE LIMITS OF
SNOW HILL, LYING TO THE SOUTH OF AND ADJACENT TO THE
PRESENT TOWN LINE," MADE BY EDWARD H. RICHARDSON
ASSOCIATES, INC., CONSULTING ENGINEERS, DATED 6-7-72, AND
RECORDED AMONG THE LAND RECORDS OF WORCESTER COUNTY,
MARYLAND, IN PLAT BOOK F.W.H. NO. 24, FOLIO 14; THENCE
RUNNING BY AND WITH THE TWO FOLLOWING COURSES AND
DISTANCES LAID DOWN ON SAID LAST MENTIONED PLAT,
SURVEYED ACCORDING TO MAGNETIC BEARINGS OF MARCH 1, 1949,
NAMELY: SOUTH 08° 11' 10" WEST 573.1 FEET, PASSING OVER A
CONCRETE MONUMENT SET IN THE GROUND AT THE DISTANCE OF
260.0 FEET, TO ANOTHER CONCRETE MONUMENT SET IN THE
GROUND AT A POINT INDICATED BY THE CAPITAL LETTER E IN A
CIRCLE; THENCE RUNNING NORTH 66°13'40" WEST THE DISTANCE
OF 592.3 FEET, PASSING THROUGH ANOTHER CONCRETE MONUMENT
AT 417.3 FEET TO THE BRANCH OR DITCH MARKING THE EXISTING
TOWN LIMITS AT A POINT INDICATED BY THE CAPITAL LETTER C IN
A CIRCLE ON THE LAST MENTIONED PLAT; THENCE RUNNING BY
AND WITH SAID DITCH OR [to a] branch and its intersection with the
northwesterly side of Dighton road; thence running North twenty-three degrees (23°)
fifty-two minutes (52') West to Pocomoke River; thence running by and with
Pocomoke River in a northeasterly direction to a point which is North
forty-three degrees (43°) fifteen minutes (15') West from the aforesaid point of
beginning; and thence running South forty-three degrees (43°) fifteen minutes (15')
East to the place of beginning aforesaid, all courses and distances being
according to survey made by William D. Pitts, Registered Surveyor, March
