(71) TELEVISION - The council may grant a license or franchise for the
installation and operation of Community Antenna Television Systems (CATV)
within the corporate limits of the City, and may provide by ordinance for such
regulations, provisions and conditions of said license or franchise which are in
the public interest, and shall fix a reasonable annual fee to be paid to the City by
the holder of said license or franchise.
(72) VEHICLES - To regulate and license wagons, bicycles, and other vehicles
not in conflict with the licensing powers of the State of Maryland.
(73) VOTING MACHINES - To purchase, lease, borrow, install, and maintain
voting machines for use in town elections.
(74) WEAPONS - To regulate or prohibit the carrying or use of any deadly or
dangerous weapon within the city limits.
(75) ZONING - To exercise any powers as to zoning and planning conferred
upon municipal corporations generally in Article 66B of the Annotated Code of
Maryland and not conferred on the District Council by the Maryland-Washington
Regional District Act.
(76) SAVING CLAUSE - The enumeration of powers in this section is not to
be construed as limiting the powers of the town to the several subjects mentioned.
The charter shall be liberally construed to the end that, within the limits imposed
by the charter and by the Constitution and laws of the State, the City shall have
all powers necessary for the conduct of its affairs.
NEW CARROLLTON CHARTER AMENDMENT NO. 72-5
A RESOLUTION TO ADOPT AN AMENDMENT TO THE CHARTER
OF THE CITY OF NEW CARROLLTON, PRINCE GEORGE'S COUNTY,
MARYLAND, Subtitle 9, of the Code of Public Local Laws of Prince George's
County, 1963 Edition, being Section 9 of Article 17 of the Code of Public Local
Laws of Maryland, Everstine's 1963 Edition, as amended and registered pursuant
to Article 23A, Section 11, et seq. of the Annotated Code of Maryland, 1957
Edition, as amended, amending Section 18 of said Charter, entitled "Purchasing
and Contracts", to specify that all purchases made by the City shall be governed
by ordinance adopted by the City Council.
WHEREAS, the City Council of New Carrollton wishes to institute sound
procurement practices in the interest of responsible fiscal management; and
WHEREAS, the City Council has adopted a comprehensive system of
purchasing and procurement; and
WHEREAS, the City Council wishes to consolidate all specific rules and
procedures to be followed in the procurement of supplies, materials, equipment,
contractual services, and capital improvements into a single ordinance to govern
such activity;
BE IT THEREFORE RESOLVED by the City Council of New Carrollton that
Section 18 of the Charter of the City of New Carrollton, entitled "Purchasing and
Contracts", be amended as follows:
