Resolution of the Town of Easton, adopted pursuant to the authority of Article
11-E of the Constitution of Maryland, and Section 13 of Article 23-A of the
Annotated Code of Maryland (1957 Edition, as amended), title "Corporations -
Municipal," subtitle "Home Rule," subheading "Charter Amendments," to add a
new section to be numbered Article VI, Section 21, of the Charter of the Town of
Easton (Article 21 of the Code of Public Local Laws of Maryland, (1930 Edition),
as amended, title "Talbot County," subtitle "Easton"), to provide for special
assessment districts within the Town of Easton and for the levy and collection of
charges or assessments within such special assessment districts to finance the
acquisition and development of off-street parking facilities and to permit
exemptions from said special assessments and to provide the procedure to be
followed in establishing such special assessment districts.

SECTION 1. BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF
EASTON that a New Section, Article VI Section 21, of the Charter of the Town
of Easton is hereby added to the Charter (Article 21 of the Code of Public Local
Laws of Maryland (1930 Edition), as amended, title "Talbot County", sub-title
"Easton"), said new Section to be a part of the Charter of the Town of Easton, and
to read as follows:

21 (a) The Town of Easton shall have the power to establish special assessment
districts in limited and determinable areas and to levy special assessments upon the
real and personal property within such areas, which special assessments shall be
used solely for the purpose of paying the cost of acquiring and developing off-street
