I HEREBY CERTIFY, That the aforegoing Resolution, amending the Charter
of the City of Cumberland, Maryland, was passed this 20th day of June, 1972,
with 4 votes in the affirmative and 0 votes in the negative.

I HEREBY CERTIFY, That the aforegoing is a true and exact copy of Charter
Amendment Resolution No. 56, passed by the Mayor and City Council of
Cumberland, Maryland, in Regular Session on June 20, 1972.

I FURTHER CERTIFY, That there was no Petition for a Referendum on the
proposed amendments filed within the required time, and, therefore, the same
became effective on August 9, 1972.

CHARTER AMENDMENT
RESOLUTION NO. 57

RESOLUTION of the Mayor and City Council of Cumberland, Maryland,
adopted pursuant to the authority of Article 11-E of the Constitution of Maryland,
and Section 13 of Article 23A of the Annotated Code of Maryland (1957 Edition,
as supplemented and amended), title "Corporations - Municipal", subtitle "Home
Rule", entitled, "A resolution to amend the charter of the city of Cumberland
(1966 Edition, as amended), being Article 1A of the Code of Public Local Laws of
Maryland, by repealing and re-enacting, with amendments, Sections 230(a), 230(d),
232(c) and 232(d), including the designation of new Section 232(e); clarifying
certain matters having to do with the powers, duties and functions of the
Cumberland Municipal Parking Authority; clarifying certain matters relating to
the issuance and sale of general obligation bonds and of revenue bonds of the city
of Cumberland which may be issued for the purpose of financing the cost of
parking facilities; providing that general obligation bonds issued for that purpose
shall not constitute an indebtedness under the City charter or other law; and
exempting the ordinance authorizing the issuance and sale of such general
obligation bonds from the publication and referendum provisos contained in
Section 81(e) of the city charter."

SECTION 1. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF CUMBERLAND, MARYLAND, That Sections 230 (a), 230 (d), 232(c) and
232(d) of the Charter of the City of Cumberland (1966 Edition, as amended), be
and they are hereby repealed and re-enacted, with amendments, including the
designation of new Section 232(e), to read as follows:
