CHARTER AMENDMENT NO. 1-72
"QUALIFICATIONS OF THE MAYOR AND COUNCILMEN"

RESOLUTION STATEMENT

Amendment No. 2-72 to the Charter of the Town of Bladensburg.
"QUALIFICATIONS OF VOTERS"

Resolution of the Council of the Town of Bladensburg adopted pursuant to the
authority of Article XI E of the Constitution of Maryland and Section 13 of
Article 23A of the Annotated Code of Maryland 1957 (1966 Replacement Volume,
1971 Cumulative Supplement), title "Corporations - Municipal", to repeal and
re-enact with amendments Sections 3-21, 3-26 and 3-28 of the Charter of the Town
of Bladensburg, said amendments to (a) delete from the qualifications of voters to
be twenty-one and (b) specify the voting age to be eighteen years of age, (c) delete
from the qualifications of voters the requirement to have been a resident for at
least one year next preceding any Town election, (d) delete from the qualifications
of voters the requirement to have resided within the corporate limits of the Town
for six months next preceding any Town election, (e) delete the closing of the
Town registration books from sixteen days and (f) specify the closing of the Town
registration books to be thirty days prior to the Town election day, (g) delete from
the filing certificate for candidates for office the requirement that he or she give a
reference to Land Record ownership and (h) delete the requirement that the
candidate for office be a property owner.

SECTION 1. Be it resolved by the Council of the Town of Bladensburg, that
Section 3-21 of the Charter of the Town of Bladensburg be repealed and
re-enacted, with amendments, to read as follows:

REGISTRATIONS AND ELECTIONS

Section 3-21. Qualification of voters.

Every person who is a citizen of the United States, and (a) who is or will be
[twenty-one] EIGHTEEN years of age on or before the day of any Town election,
and (b) [Has resided in the State of Maryland for at least one year next preceding
any Town election,] and (c) Has resided within the corporate limits of the town for
[six months] THIRTY DAYS next preceding any town election, and (d) Is
registered in accordance with the provisions of this Charter, shall be a qualified
voter of the Town, and (e) Every qualified voter of the town shall be entitled to
vote at any or all town elections.
