highways are on the Federal Aid Highway System; and

WHEREAS, Said highway and bridge destruction significantly affects the safety
and welfare of the citizens of the State of Maryland;

NOW, THEREFORE, I do hereby proclaim, pursuant to the authority vested in
me by the Constitution and the Laws of the State of Maryland, that a state of
emergency exists in the Counties of Allegany and Dorchester, which necessitates
the expenditure of State and Federal resources for the immediate repair and
restoration of the affected highway facilities.

EXECUTIVE ORDER OF JANUARY 2, 1973
PUBLIC HEARINGS FOR REDISTRICTING

WHEREAS, Article III, Section 5 of the Constitution of Maryland requires that
following each decennial census of the United States and after public hearings,
the Governor shall prepare a plan setting forth the boundaries of the legislative
districts for electing the members of the Senate and the House of Delegates of
Maryland; and

WHEREAS, Said Section of the Constitution further requires that the Governor
present the plan to the President of the Senate and the Speaker of the House of
Delegates for introduction as a joint resolution not later than the first day of the
regular session of the General Assembly in the third year following the 1970
census; and

WHEREAS, It is desirable to designate a hearing officer to conduct the public
hearings referred to in said section of the Constitution;

NOW, THEREFORE, I, MARVIN MANDEL, Governor of Maryland, in
accordance with the provisions of Article III, Section 5 of the Constitution of
Maryland, and pursuant to the authority vested by Sections 9, 22 and 23 of
Article II of the Constitution, do hereby direct that Fred L. Wineland,
Secretary of State of Maryland, conduct public hearings pursuant to Article III,
Section 5 of the Constitution of Maryland, on Thursday, January 4, 1973,
beginning at 10:00 A.M. of said day, in the Francis Scott Key Auditorium of
St. Johns College, Annapolis, Maryland, to receive evidence and testimony
relating to the boundaries of the legislative districts, and to make a full and
complete report of said proceedings to me, Marvin Mandel, Governor of
Maryland, promptly after the conclusion of said hearings.

WHEREAS, By Article 41, Section 59C of the Annotated Code of Maryland
(1971 Replacement Volume) the Comprehensive Health Planning Agency has
been designated as the sole agency for administering and supervising the
administration of the State's health planning functions and is directed to
