(i) Making recommendations to the Governor, the General Assembly and the
Chief Judge of the Court of Appeals of Maryland regarding legislative proposals.

5. The Commission shall complete its work and make its final report by April
15, 1974 to the Governor, the President of the Senate, the Speaker of the House of
Delegates and the Chief Judge of the Court of Appeals, at which time all books,
papers, files, records, furniture, fixtures, or funds, owned by or in custody of the
Commission, shall be transferred to the Board of Public Works.

EXECUTIVE ORDER OF JULY 5, 1972
PORT DEPOSIT

WHEREAS, I, Marvin Mandel, Governor of the State of Maryland, did on June
23, 1972, proclaim that a state of public emergency and crisis existed within the
vicinity of the town of Port Deposit, Maryland; and

WHEREAS, Subsequent to the aforesaid proclamation, I issued on June 23, 1972,
several executive orders including an order restricting access to the town of Port
Deposit, Maryland and an order directing that police and all law enforcement
agencies in Port Deposit shall operate under and at the direction of the
Superintendent of the Maryland State Police; and

WHEREAS, After consultation with responsible officials in this area, I am advised
that the state of public emergency and crisis has abated and domestic tranquility
has been restored.

NOW, THEREFORE, by virtue of the authority vested in me by the Constitution
and laws of the State of Maryland, I do hereby proclaim, effective as of 4:30
P.M., July 5, 1972, the rescission of the proclamation of emergency within the
vicinity of the town of Port Deposit, Maryland, and do further proclaim the
rescission of the order restricting access to the town of Port Deposit, and do
further proclaim the rescission of the order directing police and all law
enforcement agencies in Port Deposit to operate under and at the direction of
the Superintendent of the Maryland State Police, and do further rescind any
other executive orders issued as a result of such proclamation of public
emergency and crisis.

PROCLAMATION

TROPICAL STORM AGNES

WHEREAS, I, Marvin Mandel, Governor of the State of Maryland, have been
advised and informed, that unprecedented heavy rainfalls which accompanied
tropic storm Agnes on June 21 and 22, 1972, have resulted in severe flood
damage over extensive areas of the State of Maryland; and

WHEREAS, Said flood damage was widespread in the State of Maryland, and
most severe in certain areas of the State; and
