Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed House Bill 1567.
This bill requires certain elected or appointed agencies in Garrett County to use
competitive bidding in making purchases in excess of $500.00.
Since the adjournment of the General Assembly, I have been informed by the
sponsor of House Bill 1567 that he feels this bill to be in need of revision in order
to clarify and define standards and procedures relating to the process of
competitive bidding, the financial responsibility of bidders, and emergency
purchases. The sponsor has therefore requested that this bill be vetoed.
Consequently, I have decided to veto House Bill 1562 at the request of the
sponsor.

House Bill No. 1592 - Security Force for Transportation Authority
AN ACT to repeal [[Sections 46 and]] Section 46A of Article 89B of the
Annotated Code of Maryland (1969 Replacement Volume), title "State Roads,"
subtitle "Distribution and Use of Special Funds," [[and to enact in lieu thereof
new Section 46, to stand in the same place of the sections so repealed, defining
the duties and powers of State Highway Administration employees in respect to
law enforcement.]] and to add new subsection 208C(d) to Article 41 of the
Annotated Code of Maryland (1971 Replacement Volume) and 1972
Supplement), title "Executive and Administrative Departments," subtitle
"Department of Transportation," to follow immediately after subsection
208C(c) thereof, to provide authority to contract for, or to provide and
maintain, with respect to the facilities and property owned, leased, operated or
under the control of the Authority, a security force, and to define the powers,
duties and jurisdiction of such force.
