House Bill No. 1308 - Controlled Dangerous Substances Act
AN ACT to repeal and re-enact, with amendments, Sections 279(b) and (c) b. of
Article 27 of the Annotated Code of Maryland (1972 Supplement), title
"Crimes and Punishments," subtitle "I. Crimes and Punishments," subheading
"Health-Controlled Dangerous Substances," to reschedule certain controlled
dangerous substances and reletter and renumber certain items.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Constitution, I
have today vetoed House Bill 1308.
This bill reschedules depressants (substances containing derivatives of
barbituric acid) under Schedule II of the schedules contained in Article 27, Section
279 of the Annotated Code of Maryland. At the present time, the Code classifies
these depressants in Schedule III.
I have been informed by the sponsor of this bill that he intended to conform
the scheduling of barbituates in Maryland to an anticipated Federal rescheduling of
these drugs. However it now appears that this Federal rescheduling may not take
place. Since it was not the sponsor's desire to make the Maryland schedules more
restrictive than their Federal counterparts, the sponsor has requested that the bill
be vetoed.
Consequently, I have decided to veto House Bill 1308 at the request of the
sponsor.

House Bill No. 1432 - Queen Anne's County Sanitary District.
AN ACT to add new Sections 419 through 446, inclusive, to the Code of Public
Local Laws of Queen Anne's County (Article 18 of the Code of Public Local
Laws of Maryland (1930 Edition)), title "Queen Anne's County", to follow
immediately after Section 418 thereof, as added by Chapter 583 of the Acts of
1966, and to be under the new subtitle "Sanitary District", to provide in Queen
Anne's County for the creation and implementation of a Sanitary District in the
County, and generally relating to a sanitary district in Queen Anne's County.
