1922                                                   VETOES

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed House Bill 772.

This bill corrects certain errors in the State Employees' Retirement System
laws.

Senate Bill 939 and House Bill 1264, which were enacted by the General
Assembly and signed by me on May 21, 1973, accomplish the same purpose as
House Bill 772.

Therefore it is unnecessary for me to sign House Bill 772.

Sincerely,

/s/ Marvin Mandel
Governor

House Bill No. 934 - Baltimore County Appeal Tax Court

AN ACT to add new Section 248(c) to Article 81 of the Annotated Code of
Maryland (1969 Replacement Volume and 1972 Supplement), title "Revenue
and Taxes," subtitle "Appeal Tax Courts," to follow immediately after Section
248(b) thereof, to authorize the county executive of Baltimore County to
appoint three additional alternate members on a temporary basis to the appeal
tax court in Baltimore County.

June 1, 1973.

Honorable Thomas Hunter Lowe
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed House Bill 934.

This bill authorizes the County Executive of Baltimore County to appoint three
alternate members to the Appeal Tax Court Baltimore County.

House Bill 531, which was enacted by the General Assembly and signed by me
on May 24, 1973, abolishes Appeal Tax Courts and substitutes therefor a property
tax review board which is under State control and the members of which are
appointed in a manner which is inconsistent with that set forth in House Bill 934.

Because of the inconsistency between the two bills, and because the enactment
of House Bill 531 renders House Bill 934 unnecessary, I have, with the approval of
the sponsor, decided to veto House Bill 934.

Sincerely,

/s/ Marvin Mandel
Governor
