Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Constitution, I
have today vetoed House Bill 403.

This bill provides for an increase in the salaries of police employees of the
Maryland State Police.

Senate Bill 544, which was enacted by the General Assembly and signed by
me on April 26, 1973, accomplishes the same purposes as House Bill 403.

Therefore, it is unnecessary for me to sign House Bill 403.

House Bill No. 424 - Forms of Acknowledgment

AN ACT to add new Section 4-204 to Article 21 of the Annotated Code of
Maryland (1972 Interim Supplement), [[title]] "Real Property," [[subtitle]]
title "Requisites of Valid Instruments," to follow immediately after Section
4-203 thereof; to repeal and re-enact, with amendments, Section 7-108 of the
same Article, title, [[Code, and title, subtitle]] "Mortgages, Deeds of Trust
and Vendor's Liens." to repeal Sections 6G (d) and 6G (e) of Article 33A of the
Code (1972 Supplement), title "Eminent Domain", clarifying the law of real
property as to acceptable forms of acknowledgment and as to incorporation of
documents by reference, and validating certain instruments , and repealing
Sections enacted in Article 21.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed House Bill 424.

This bill establishes acceptable forms of acknowledgement and repeals
subsection (d) and (e) of section 6G of Article 33A of the Annotated Code of
Maryland.

Senate Bill 431, which was enacted by the General Assembly and signed by me
on April 26, 1973 accomplishes the same purpose as House Bill 424 by establishing
acceptable forms of acknowledgement.

Additionally, the Attorney General has advised me, in an opinion which is to be
considered a part of this message, that the portion of House Bill 424 repealing
subsection (d) and (e) of section 6G of Article 33A of the Annotated Code of
Maryland is inoperative.
