House Bill No. 5 - Driving While Ability is Impaired
AN ACT to repeal and re-enact, with amendments, Section 17-101 of Article 66
1/2 of the Annotated Code of Maryland (1970 Replacement Volume and 1972
Supplement), title "Vehicle Laws," subtitle "Subtitle 17-Penalties and
Disposition of Fines and Forfeitures," to increase the penalty provided for
violation of Section 11-902(b), relating to driving while ability is impaired.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Constitution, I have
today vetoed House Bill 5.
This bill amends Sections 17-101 of Article 66-1/2 of the Annotated Code of
Maryland to increase the penalty for driving while ability is impaired.
Senate Bill 1046, which was enacted by the General Assembly and signed by me
on May 7, 1973, accomplishes the same purposes as House Bill 5. Senate Bill 1046
also modified several other of the penalties contained in the same Sections 17-101,
which modifications would not be given effect were I to sign House Bill 5.
Because of the inconsistency between the two bills, and because the enactment
of Senate Bill 1046 renders House Bill 5 unnecessary, I have decided to veto House
Bill 5.

Washington Suburban Sanitary District Code (1969 Edition, as amended), being
Section 83-82(a) of the Code of Public Local Laws of Prince George's County
(1963 Edition), and Section 71-31(a) of the Montgomery County Code (1965
Edition), being Articles 17 and 16, respectively, of the Code of Public Local
Laws of Maryland, titled "Prince George's County" and "Montgomery
County," subtitled "Washington Suburban Sanitary District," to authorize the
Commission to charge special rates for water and/or sewer service provided to
