MARVIN MANDEL, Governor                                 1883

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
they commend Lutheran Hospital of Maryland for its leadership in the formation
and growth of the REAL Charrette of Baltimore and the efforts it is undertaking
to provide a better community for the residents; and, be it further

RESOLVED, That copies of this Resolution be sent to Mr. John P. McDaniel,
Lutheran Hospital Administrator, 730 Ashburton Street, Baltimore, Maryland
21216 and Mr. Fred [[Clipton]] Clifton. Chairman, Victor Bonaparte, Chairman
of the Steering Committee, Mr. Ron La Saint and Mr. James Perry,
Coordinators, REAL Charrette, Lutheran Hospital, 730 Ashburton Street,
Baltimore, Maryland 21216.

(House Joint Resolution 55)

House Joint Resolution calling for the Governor's Commission on Law
Enforcement and the Administration of Justice to formulate recommendations
and guidelines for the storage, destruction, and in court evidentiary use of
certificates of these objects held by law enforcement agencies for use in criminal
cases.

WHEREAS, recent events have indicated that local law enforcement agencies
are in need of stricter custodial regulations regarding evidence awaiting use at trial;
and

WHEREAS, drug evidence storage presents not the only problems in custody
storage, but larger and other types of objects needed in criminal prosecutions
represent a costly storage and security situation; and

WHEREAS, a possible certification of the object and photographing of it might
obviate the need for storage and save the taxpayers money and save the law
enforcement agencies needed manpower; and

WHEREAS, the Governor's Commission on Law Enforcement and the
Administration of Justice is perfectly constituted and capable to make an in-depth
study of this state of affairs and give our local subdivisions recommendations and
guidelines on efficient handling and destruction of these objects, while still insuring
the evidentiary admissibility of these objects in court; now, therefore, be it

RESOLVED THAT THE GENERAL ASSEMBLY OF MARYLAND,

requests the Governor's Commission on Law Enforcement, and the Administration
of Justice to formulate recommendations and guidelines for the storage,
destruction and later evidentiary use in court of certificates of the objects being
held by local law enforcement agencies; and be it further

RESOLVED, That copies of this Resolution be sent to the Governor, Mr.
Arthur G. Murphy, Jr., Chairman and Mr. Richard C. Wertz, Executive Director
of the Governor's Commission on Law Enforcement and the Administration of
Justice, Executive Plaza One, Suite 302, Cockeysville, Maryland 21030.
