MARVIN MANDEL, Governor                                 1879

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
seven-day period beginning on the second Monday in November 1973 and each
year thereafter is hereby designated as "Youth Appreciation week"; and, be it
further

RESOLVED, That the Governor be requested to issue a proclamation calling
upon the people of the State of Maryland to observe such week with appropriate
ceremonies and activities; and, be it further

RESOLVED, That a copy of this Resolution be sent to the Governor.

(House Joint Resolution 4)

House Joint Resolution requesting that the State Department of Education study
the feasibility of implementing a consumer education course of study in the
required curriculum of the public schools of the State.

WHEREAS, By all accounts our society is a consumer-oriented one in which
we are constantly called upon to make reasonable choices between different goods.
However, the complexities of the current situation are such that this is not always
completely possible.

If nothing else, there seem to be many different brand names for virtually
identical goods from which the buyer must choose. The buyer must also be able to
differentiate between various auxiliary aspects of different goods, such as financing,
ease of repair and the reliability of the manufacturer, among others.

The buyer who is unable to choose rationally that which best suits his needs
runs the distinct risk of being dissatisfied with his purchase. None of us can afford
to make repeated purchases until we happen upon the correct choice. In what way
can we acquire consumer-oriented skills?

The best way to reach the maximum number of potential consumers is through
the schools of the State. In the quiet order of a classroom the techniques needed to
act as an informed consumer can be taught; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
State Department of Education study the feasibility of implementing a consumer
education course of study in the public schools of the State; and be it further

RESOLVED, That the State Department of Education report to the General
Assembly at its 1974 Session with the results of its study.
