No. 31
(Senate Joint Resolution 4)
Senate Joint Resolution requesting that a committee be appointed to study the
incidence and implications of arson and other related crimes in Anne Arundel
County.
During recent years, Anne Arundel County has experienced a significant
number of costly fires which have been attributed to arson.
In addition, there have been numerous instances where attempted arson has
been discovered, thwarting what would otherwise have been most assuredly a major
disaster resulting in untold losses.
Arson, attempted arson, and related crimes have caused suffering, financial loss
and inconvenience to both the residents of Anne Arundel County and the public in
general. In addition to jeopardizing the health, safety and welfare of citizens,
firemen, policemen and other public servants have been unnecessarily endangered
and government resources have been expended without good cause.
The perpetrators of these crimes have waged insidious incendiary attacks in a
manner and at times calculated to reap a holocaust of major proportions. Proof of
this is evidenced by the fact that the targets of the arsonists, in many instances,
have been businesses, establishments of public gathering and multi-family
dwellings; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That in
view of the seriousness of the crime of arson and the alarming incidence of arson
in Anne Arundel County, a committee of six persons is to be appointed by the
[[President of the Senate and the Speaker of the House of Delegates to study the
incidence and implications of recent arsons and related crimes in Anne Arundel
County; and, be it further]] Governor, who are experienced in the art of criminal
and/or Arson investigation, to study and coordinate all accumulated reports, and
investigations to date in order to bring the recent incidence of Arson and related
crimes in Anne Arundel County to a conclusion: and be it further
