(e)     The handling of public moneys by other State agencies not subject to
control by the Treasurer;

(f)   The handling of public moneys by local governments;

(g)     The practices in other States with particular emphasis on Illinois and
Georgia;

(h) Establishing a bidding process on time deposits;

(i) The question of collateral on time deposits;

(j) The types of investments for public funds:

(k) The use of service charges in lieu of compensating balances;

(1) The direct deposit of employee's pay checks;

(m) Operating practices and procedures within the Treasurer's office;

(n) The coordination of information and action between the Treasurer's office
and other State offices; and be it further

RESOLVED, That copies of this Resolution be forwarded by the Secretary of
State to the members of the Joint Committee on Management of Public Funds.

(House Joint Resolution 120)

House Joint Resolution requesting the Department of Natural Resources to
prepare a long range study on the effects of nearby development on the Albert
M. Powell Trout Hatchery, and report to the General Assembly by January,
1974.

WHEREAS, The Albert M. Powell Trout Hatchery serves to benefit citizens of
the State of Maryland as a trout propagation and interpretative center
administered by the Fisheries Administration of the Department of Natural
Resources; and

WHEREAS, The trout hatchery produces annually 85,000 adult trout 9-11
inches in length and will stock, in the spring of 1973, fifty-one streams in twelve
counties in Maryland; and

WHEREAS, In the Fisheries Administration's 1973 Capital Improvement
Program, eight new raceways will be constructed, increasing the hatchery's annual
production capacity to 300,000 trout; and

WHEREAS, The spring that supplies water for the operation of the Albert M.
Powell Trout Hatchery is the only source of water in Maryland of adequate quality
and sufficient quantity to supply a trout hatchery; and

WHEREAS, A report by the Maryland Geological Survey dated January 31,
1973 stated that the water supply of the spring is derived from a groundwater
basin, perhaps 10 to 12 square miles in extent, trending in a northerly direction
from the spring; and
